The Brown Marmorated Stink Bug (BMSB) Season is almost upon us again and thankfully there are no changes to the requirements under the scheme for the 2023 - 2024 season, other than the inclusion of Uzbekistan as a target risk country. Even the Department of Agriculture admitted that this change affects almost no one as the trade between our two countries is very low and includes no target risk commodities.

Therefore, please find below a brief summary of the requirements as they were for the last season. These requirements will be applicable to target high risk goods shipped via seafreight from target risk countries between 1st September 2023 and 30th April 2024.

Target High Risk Goods - Seasonal measures for Brown marmorated stink bug (BMSB) - DAFF (agriculture.gov.au)

All target high risk goods shipped from target risk countries must be treated for BMSB prior to delivery in Australia. Goods loaded in open top or flat rack containers or shipped as break bulk cargo must be treated prior to shipment otherwise they will be denied entry into Australia. Goods shipped in six sided full container load may be treated in Australia prior to delivery, however it is always our recommendation to have these treatments carried out at origin prior to shipping to avoid additional expenses in Australia.

The 120 hour treatment rule applies again for all goods treated prior to 1st December 2023. These requirements are: -Where goods are shipped in a six sided full container - All target high risk goods must be sealed into the container within 120 hours of treatment. -Goods shipped on Flat Rack or Open Top container or as Break Bulk cargo must be loaded on board their nominated vessel within 120 hours of treatment. If this does not occur then the goods will need to be re-treated prior to loading / shipping.

All treatments must be carried out by approved offshore BMSB treatment providers. Offshore BMSB treatment providers scheme - DAFF (agriculture.gov.au)

The UK and China are still listed as emerging risk countries, so any target risk goods (as well as toys and furniture) arriving from these countries during BMSB season will be subject to heightened surveillance (indicated as 1-5%). Mandatory treatment prior to shipping does not apply, however if there is the discovery of BMSB during these random inspections then the goods will be ordered for treatment as required in Australia.
